I live in Lubbock, Texas. It is a metropolitan city with over 200,000 people. Within 100 miles, there are over 500,000 people. There isn't EVDO here. El Paso just got EVDO a couple of months ago. I can get EVDO here by roaming with Alltel, but it doesn't work very well. Until Sprint upgrades their towers, we will not have EVDO.

As to the bug problems, it is the carrier that is responsible for the firmware and software updates. A good case in point is with the HTC Touch. Alltel has already updated their Touch with GPS and EVDO Rev. A. This patch is publicly available on the HTC website. There is no patch for Sprint, and the Alltel patch is not compatible with Sprint, so that tells me it is Sprint that has not worked with HTC to get this release done.
