And I don't understand your reasoning: handset makers should make phones that work on a network that doesn't exist yet? Yeah, that's a great business decision.
Nokia has had limited success licensing S60 to other manufacturers, even though it's a great smartphone OS (especially the new 3rd Edition). This is potentially (hopefully) the start of a new wave of S60 phones from manufacturers other than Nokia.
As for your gripes about Cingular 3G phones, blame Cingular. Manufacturers would be more than happy to make awesome high-end HSDPA phones for Cingular, but Cingular doesn't seem to think there's that big of a market for them.
This is news because they run S60 3rd Edition, and they're not Nokias.
But I don't think "blaming" Cingular is the thing to do.
Understand they JUST launched their 3G network and it is far from massive. They are simply taking baby steps with this. The money that must go into R&D, marketing, and distributing these phones must be unspeakable, and imagine if all that money goes towards a flop (like the LG CU320)?
