The fact that Leap managed to snag licenses that cover 121 million people is nothing short of miraculous...whatever they don't use they can easily sell.

They're permanent unless one of two things happens: The FCC takes it away because of excessive violations of their regulations or if that particular company actually goes out of business without being bought out(very rare although that is where they came from this time).
