If you compare that to Verizon's new 700 MHz licenses, it's roughly on par.

T-Mobile is already well into building their 3G network in the AWS band. It's already built in a few cities, where it will be launching very soon.

LTE equipment isn't close to being available yet, so T-Mobile's network in the AWS band is not LTE. I think it's too soon to even say what kind of upgrade options they will have available to them.

T-Mobile's network is WCDMA. It might be HSDPA as well, but if it is, don't expect much from that. T-Mobile is building its 3G network in the AWS mostly just to add voice capacity. Knowing their strategy, I wouldn't hold my breath for LTE or anything like it from T-Mobile.
