From what I've read (for example, at WIndowsCentral.com), Windows 10 on ARM will have a full-on emulator capable of running any legacy x86 programs (within the RAM and processor limits of a given device). Windows RT just flat couldn't run legacy Windows x86 programs locally, it had watered-down apps to mimic the real-deal Windows programs. So far they tech journalists are making it sound like W10-on-ARM will be fully capable of running the legacy apps.
