what's the practical outcome of this? is this standard where we can start hoping for inter-carrier video calling, or what? I just am not sure what this will actually do on the consumer end of things.

It is very technical...

IMS is actually a massive shift in how all of the back-end stuff will be handled on the network side. It's moving everything from circuit-switched to packet-switched.

For the carriers, it's kind of like the shift from dial-in BBS systems to the Internet.

Right now, any new service or technology - like video calling, etc. - requires a whole new set of standards, and a huge investment in new infrastructure. It all takes a lot of time and money to deploy.

I bet we will start to see a lot of neat things like paying your restaurant bill with your phone and maybe even farther down being able to preheat the oven or turn on the A/C at home. Or, my personal favorite, turning your car into a 2000 pound RC toy controlled by your phone!! mmmm, batmobile-ey. 🤤 😈
