That's almost always how it works with new technologies like this. It's all hardware-based.

This isn't that big of a deal, though. HSUPA is only about the uplink, not the downlink. HSUPA won't help you download faster at all. It will only affect certain situations like high-resolution live video sharing, etc.

If you're aiming to be an impromptu field reporter for your local TV station, (or your grandma,) than HSUPA will awesome. Otherwise, it won't matter much.
