does the FCC ever reject a cell phone, things are always getting approved... i wonder if any applications ever fail?

I would guess that there are lots of failed applications - it would explain why certain phones don't come to the market right away, because they didn't get approved without going back to the manufacturer for modification.

It's more likely that this is less and "approval" than it is a "registration."

The FCC just wants to know what phone you're putting on the market, and whether it will accidentally trigger car alarms or not... Mostly a formality.
