Did T-Mobile and Sprint get the rules changed?

Tmobile has asked to change the rules a few times.

But the point of the article is asking for leway to make service for the disabled more effective and I give them kudos for that

As you can see, the headline of the article is "AT&T Asks FCC to Change Rules So It Can Offer WiFi Calling".

My point is what rule changes do they need to offer wifi calling? T-Mobile and Sprint offer it now. T-Mobile has offered it for years.
