THE CEO and memebers of the managment team are lucky there weren't hauled off for fraud in handcuffs. I'm sure no where in no government anywhere would allow shill companies to be set up to take advantage of discounts that are afforded them.

I wouldn't call it luck, I'd call it America.
Corporations committing organized fraud is the norm, but they didn't setup fake shill companies, they "partnered" with existing minority companies. Those companies only get a discount because they are small women or minority owned, and while I personally don't think those companies should get discounts in spectrum auctions, no one technically said Dish Couldn't do what it did.
If there's no rule or law that says they cant, in America that means you can.

And no one in a suit goes to jail for fraud anymore anyway... as long as your lobbyists got paid, it's just normal business.

Yeah but they owned 80% of those companies. And true no slammer time for civil suits, but there is for fraud, and I guess in some convulted way they didn't commit a crime. Nevertheless it is wrong and I'm glad they got caught.
