It's not a buzz word. It's the name of an actual piece of legislation. The reason you keep seeing it mentioned is because it is the specific piece of legislation which would govern ISP's if they are reclassified as common carriers.

Since you have offered no commentary of your own, am I to understand that your concern with the Communications Act of 1934 is that you believe that if ISP's are classified under said act, that the FCC will use this to censor the internet?
