Why would anyone want to pay five bucks per month to access WiFi in places where it's already free? Am I missing something?

I was thinking the same thing, unless those particular areas offer a faster tier of service or prioritize voip over other traffic I can't see a good reason to pay for such service. Even then, if the free wifi service sucks that much then I'd simply go to where it wasn't and patronage that other location's business.
