Can the RAZR V3x come out now?

Hello,
Can the RAZR V3x come out now? Isn't this (3G) the network which the phone was going to use for its video capabilities?

Now it seems like they can actually launch the phone, correct?

Not unles Motorola redesign the radio to operate on 1900MHz (and mybe 850).
