I don't agree with that, if you wait until 4G is fully implemented to begin developing 5G it will already be too late. Innovation means always pushing the envelope, always moving forward, you don't wait. Granted, it's far off before we can begin talking about actually implementing 5G, but if you don't start working on it now it will take 5 times as long.
