From what it sounds like, the user has all of the control and the carriers can't do anything. This is basically the iPhone lock option making the device completely useless and unable to be activated or even used and locks the device down completely. But I agree, no one else besides the owner of the device should be able to access this.

I'm fine with users being able to kill their own devices. I have that turned on with my Android bases Sony phone.

i get where your coming from there but what happens when some one gets their phone stolen or they just cannot find it and they dont have access to the internet and wanna activate that kill switch, the carrier would need to have access to be able to do so

If the person themselves calls in and gives proper verification, they should be able to allow a carrier to kill it.

Well the original version of the kill switch legislation that was proposed in California would have made the kill switch irreversible (i.e. permanently bricking the phone) and made it MANDATORY that carriers pull the kill switch whenever a customer reports a phone lost or stolen. That idea is just a disaster in the making.
The much milder version they are talking about now is far less odious, mostly useless, and will do nothing to deter theft, but at least not actively destructive.

sounds like basically a more enhanced one they already had for if you reset an iPhone without removing the apple id ou have to know the password for it once you try to restore it
