Government...
...is the perfect villain for this scenario. The airlines won't restrict phone calls. It's up to Big Brother. I think text messaging with phones on silent might be feasible. No way can we have two hundred passengers holding conversations on an airplane. Total chaos.

But I suppose its fine for them to do it on a bus. Care to explain the difference?

This is why I fly instead of ride a bus. I really don't feel like hearing everyone's conversation and people do tend to talk louder when they're on the phone.

If it's not a safety issue then the government has no business in the matter. You being annoyed has no barrings on a new law being needed. Once in a public atmosphere you give up privacy rights. And I'm sure just because people can talk on their phones now, they still aren't going to do it much. Especially since many people don't make many voice calls nowadays anyway. Most people use text messaging and data on their phones. Airlines could require you to keep the phone on vibrate/silent. Besides that, I see no issue here.

Other than your personal preference, do you see any reason why the government should dictate this is allowed on a bus but not an airplane?
Btw, I'm not opposed to the individual airlines adopting their own policies. What I'm addressing specifically is government involvement in the issue.
