For filing a complaint in 2014 over things which happened in 2012 and T-Mobile announced they would refund in 2013. And which, for all we know, other carriers are still doing.

Um, no. AT&T, Sprint along with T-Mobile agreed to stop premium SMS billing in November 2013: http://goo.gl/Vfp2Ox

T-Mobile only started their refund program last month, probably because they caught wind that this lawsuit by the FTC was coming.
