Honestly, the Lifeline service is being very badly abused right now, it is supposed to be available only to the poorest of the poor, people who cannot afford phone service any other way, but often people sign up who aren't even poor at all, they never do a credit or background check, or make any effort to determine eligibility.
There are bloggers online who have incomes of hundreds of thousands of dollars a year who, just to prove a point that the program is getting out of control, successfully signed up for multiple times and received a bunch of free phones, and documented it right on their blog. They were so desperate to sign someone one that they didn't even bother to do a credit check.

I've seen Cricket customers go into a store and buy a 500 or 600 dollar phone and get the lifeline discount on the service... perhaps if they lived within their means and didn't buy expensive items they didn't need they wouldn't always be so broke and they wouldn't require the government to help subsidize their life...

I happen to agree with what T-Bone says, it is an abused system, which you pay for it inside your bill if you're post paid. I wouldn't mind it so much if it was used for the exact intended purpose as a lifeline.
