Why 850?
Cingular has quite a nice selection of phones if you ask me. Especially compared to T-Mobile who has nothing but Samsucks and garbage Motorola's. Cingular has the SE 710a and Nokia 6682. What more do you want?
The government also made 1900 available, but there are a limited number of licenses available in each band, for each area of the country. Nearly every license is owned by somebody, so they can't just go get more spectrum (without buying a major competitor, like they did with AT&T).
Cingular has 1900 licenses in many parts of the country, but not all. Where they do have 1900, it's not enough to maintain their current networks and also launch 3G.
They need as much spectrum as they can get, and that includes the 850 spectrum they already own (and have owned for decades). Even if they didn't *need* 850, they have it, and it's worth many, many billions. They'd be insane to ...
