California your a state not a country!

California is a state not a country so there are a few workarounds I see business that sell phones doing.

1. Cell phones are sold in other states and not in California, so people in California will have to go to Nevada, Arizona, or Oregon to buy phones.

2. California people will have to go start ordering their phones online.

3. OEM think this is stupid, and ship phones without storage to California with it saying TO BE SOLD ONLY IN CALIFORNIA because then no one will want to steal those phones. (most unlikely)

4. OEM's decide to ignore California because they do not want to completely disable a good working phone, i.e. an ex trys to get back at you and disables you phone completely.

5. How about people use Android Device Mana...

why would you want to that?? go to another state to buy a phone??
it' like your car comes equipped with alarm system but you rather go out of state to buy a car without car alarm?
remember? you can set a PIN for your simcard and wireless carriers have that PIN if you forgot your PIN.
samething with cellphone, you need to enter a PIN after reset to process. carriers have the PIN to unlock/unbrick your phone!

All this can easily be undone with root and jailbreak. Just over write the software with a ROM and a jailbroken iOS. It's not hard I don't know how many times either I've done it or watch someone do it because we forgot the stupid PIN.

NO, you cant overwrite it! it' written to the phone bios/motherboard! flash different rom or root your phone wont remove it! go take a look at International Note3 on xda website.

You haven't been at a college computer science department before have you? Bios is flash memory it can be over written, can it be difficult to do yes, but it is not impossible. Professional thieves will still steal the device, they will not be deter that easily. This semester we are working on building a software that will completely wipe you Android device's storage and bios and put in a custom bios and Cyanogenmod OS.

please do a google on locked bootloader. it' almost impossible to crack!

Locked Bootloaders are just like Secure Boot in UEFI.

For devices with a locked bootloader, booting an unsanctioned OS (e.g. CyanogenMod or Ubuntu) requires the device's owner to first unlock (or even replace[1]) the bootloader. Unlocking the bootloader sometimes voids the device's warranty. Procedures vary typically by manufacturer.

Bootloaders can be replaced, I did a google search of "locked bootloader" without quotes, this was the third result. I am a Computer Science Major, I do know what I am talking about. Unlocking a bootloader can be near impossible to cracked but replacing it can be a lot easier, but still difficult because BIOS are using written in assembly or C or C++...
