At certain cruising altiltude you wont get cell service. I've turned my phone on out of curiousity and got 0 bars. So I would imagine special transponders installed like the wi-fi. I honestly hope it doesn't come about. It to small of an area for everyone to be talking on their phones. I have my headphones on the whole flight so may not be that big of a deal to me personally though.
