The article states it takes 12 to 15 2.5 Ghz towers to equal the coverage of one 700 mhz tower. That doesn't sound fiscally plausible.

Perhaps with macro cells it's not finacially possible. However, using small cells in dense urban and possibly even suburban areas may make it more palatable.
