I wonder how the phone software will handle this much hardware customization. Will there be downloadable drivers for each block, like computer hardware has a driver for each piece of hardware?

You've answered your own question.
Yes, a special version of android 4.4 will be made for Ara devices, and the drivers will be available to install through an application available from Google Play.
I wonder how will it be when chinese manufacturers start making batteries, memory modules, cameras and radio components compatible with Ara phones.

You have two options. Only support a limited number of devices/accessories, or deal with drivers. I own a PC because I'm not scared of drivers.

I own a Linux because I love to tweak and I have few if any driver issues, windows is a drivers hell comparatively but its improving.

Hopefully driver issues in Android will be more like Linux than Windows.

Not like you're installing a printer or scanner. LOL. Not even a graphics card. Phones use SOCS for computing, they either support the hardware or not. Putting separate components for essential tasks (such as radio modules or so) would signicantly increase the bulk and power ussage of any device.
Most likely discrete devices like cameras, speakers, and even ram modules will be interchangeable, but not the CDMA module for a GSM one.

Maybe even a display or fingerprint reader!
