ICE stands for "In Case of Emergency" - i.e. you can use it to list the most important phone number(s) for professional first-responders (e.g., fire/police/ambulance/hospital) to notify close family member(s) in the event of an accident or other serious unforeseen emergency, where the person is unconscious or otherwise cannot easily communicate. They know what it stands for and where to find it.
