4.3 Update
This update cannot be downloaded OTA. You are required to be connected to wifi due to the size (around 560mb). While trying to download it at work, I was told (it wasn't a suggestion) to connect to wifi before it would begin.

If you have an MBB device, you can connect the phone to the MBB by wifi. Technically, you are then still downloading it over the cellular network. This method should work for you.

But you are still being required to turn on wifi before it will download. The result doesn't matter, the method is still being forced.

Thousands of people have the HTC One. To suddenly burden the network with every single one of those people completing this large download would impact service, meaning that if T-Mobile did that, they would be in violation of their own Terms & Conditions which state you may not negatively impact the state of the network or cause undesirable operation.

This is why most carriers do a stage rollout, so they can push the update out to a few people in every region and slowly keep pushing out to people so that their networks don't get overloaded.
