I agree with you that the FCC shouldn't be allowed to step outside its legal bounds. But lets not pretend that the government as a whole doesn't do this on a regular basis. The Supreme Court legislates from the bench (gay marriage, imminent domain). The President rules on Constitutional matters (illegal immigration, drugs, assassination of American citizens). Congressmen just use their power to waste tax dollars and make themselves rich (too many cases to cite). If someone is stepping outside the bounds of their power, I'm just glad it's in favor of the general public for once.
