SMS Overages???

I having trouble figuring out the purpose of apps like this...I mean, are people still on rate plans that limit the amount of sms?

I work for ATT and most customers that text have unlimited messaging; however, there is a surprising number that don't have any messaging feature in order to cut costs on their bill. These people often use this or other free services to do their messaging. They usually save $20/$30 per month on our plans.

Why would I pay $300.00 each year for a service I can get for free?

Well for starters, because the free service relies on an app that each person has to download in order to send/receive messages. For that reason alone, it's not nearly as useful as traditional SMS.
It's the same reason people pay a cellphone bill at all. Technically, you can get Talk, Text and Web for free through a combination of VoIP and apps like this using wifi at various locations.
