On the one hand it says:

"...It offers the freedom to upgrade to a new device more affordably and protects against malfunction, damage, loss or theft"

and then on the other, it says:

"...Simply trade in an eligible T-Mobile phone in good working condition at a participating store location. Any remaining EIP payments will be eliminated, and current customers can purchase new phones for the same upfront pricing as new customers, with device financing and Simple Choice Plan, a no-annual-service contract. With JUMP!, current customers never pay more for their new phones than new customers."

If you have to trade in a working TMobile phone, how is it protection against "malfunction, damage, loss or theft"?

You pay your insurance deductable at POS and then you can proceed. $10 JUMP includes the insurance.

Its cool I like the idea. However it wont work for customers who bring their phones over. ☹️ It says eligible Tmobile phones.

Plus would rather just buy a phone from ebay or another source at a fraction of the cost I havent ever paid full retail cost for a phone only paid $200 for this legally unlocked Note 2 from ATT ;).

But that AT&T Note II doesn't have HSPA+42 or LTE for T-mobile.

Half right. Stores can't take insurance deductibles. You do an insurance claim, get the replacement, then trade in the replacement.

Read the whole paragraph. The first sentence says:
"Beginning Sunday, July 14, customers can choose to upgrade when they want, not when they’re told with JUMP! Here’s how it works: [....]"

That paragraph is clearly about the process for upgrades. It does not claim to offer an explanation of the process for lost or damaged phones.

Yes it does and so does Tmobile's Press Release. Read the whole article before telling someone else to read.
