Currently, no other carrier has devices that can roam off 800 CDMA voice, only the LTE portion. The title will mean User coverage, not native network.

Verizon, US Cellular, MetroPCS, LeapWireless/Cricket all have devices capable of roaming off 800 CDMA voice and data. Remember 850Mhz was called 800Mhz in the past. If you mean ESMR which is a specific blockset in the 800Mhz range, next to the 850Mhz frequency, then you are correct, only Sprint and I believe USCellular and C-Spire have those frequencies in their devices, as often they use each others networks to roam nationally.

As for LTE, Sprint and C-Spire currently are the only two networks that have LTE roaming capabilities, and I believe the ability for consumer devices to roam between them is coming later this year.
