I'm with T-bone on this one. Because of the technology they use to push the alerts, the alerts will not arrive if the device is in use or has a running data session (including background data being used by running apps, which many users may have going for extended periods, hours or even a day). Because of this, not only are the notifications a "duh" in the first place, but they often arrive heavily delayed.
If anything, it seems a poor choice for ATT to implement this right now, seeing as the media is hammering the government's involvement with Verizon. The antagonistic, but under-aware consumers that make up the majority of the subscriber base will see the alerts as "more involvement with the government." I see a lot of nasty calls in their Customer Care queues in the near future.
