Technically, it is NOT a preloaded app, as that EXACT APPLICATION does NOT come preloaded! Technically, even if it is REPLACING a preloaded app, that app in and of itself, is NOT preloaded, so technically, at&t is full of CRAP.

Honestly, they just keep getting worse, and worse, and worse.

Gotta love that they say "we plan to enable pre-loaded video chat apps over cellular for all our customers, regardless of data plan or device; that work is expected to be complete by yearend" but something will come up to stop that from happening. They just want people on their overpriced data shared plans.

You sir are 100% correct. It's like at&t is a government agency or something. The promises are amazing ! they promise everything + the moon. However delivery.... nil. I just love the way they say "technically" when technically it can go either way, and this makes them look very petty.

There wouldn't be anything to "clarify" if there wasn't a "position". Data is data, regardless of which app, website, or function is sending/receiving that data.
