Let's get real here...

By refusing to make official apps for Windows Phone, Google is trying to block Windows Phone from becoming a popular platform....

They can say all they want that they don't do it because 'Windows Phone doesn't have enough market share' but the fact of the matter is that as long as there are no Google apps, Windows Phone can NEVER gain market share in the first place.

Google is deliberately setting up an impossible's a catch 22, and they know it.

This would be like Microsoft saying that they won't offer Office or Skype for the Mac because 'the Mac doesn't have enough market share'......and of course, by denying these popular services to the Mac, that would harm the Mac and make it harder for it to gain market share. And everyone would see how this lame claim would actually just be a mask for trying to suppress the popularity of the Mac.

And it is just as transparent when Google offers the same lame justification.
