ARM processors are as powerful as they are because APPS are specially designed to run on them. An ARM Can't compare in versatility to a X86 processor and hertz by hertz an X86 will run circles around an ARM if you talk about complex data processing power, which doesn't mean that it will perform better in the real world.
ARM based Android phones nowadays will often perform consistently better than their x86 counterpart in most (the very most) applications because Android was developed for ARM first.
