So, essentially, Tmob is willing to loan thousands of customers $480 over a 2 year period @ zero interest.
Those 'customers' can leave Tmob service for another carrier anytime they want and there is no penalty involved in the 2 year zero interest loan?

Well there's no contract to keep you on their service, but you would still be legally liable to finish paying for the phone regardless of where you took your service. They'll collect enough info on you before you get your phone that they could track you down if you tried to skip town with the phone.
But otherwise yes, you're paying in installments which is, in essence, T-Mobile loaning you that $480 with no interest.
