I would do whatever my business strategy allows me to be good at! If I were a premium brand such as Apple then I would only make high end phones. Worked for them. So it depends on overall business strategy.

If I was Samsung and could do all 3 then great. Samsung seems to be able to make low end phones, middle tier and high end. And hard to argue with their success. HTC only focused on high end phones.

In my opinion the ability to offer choice is a very powerful ability to sell to consumers. Which is why I feel Samsung has done very well. Both in US and over sees.

Huawei and most Chinese manufacturers only seem to be good at one thing. Price. They think that consumers only want the cheapest. That is the case in China. However in US price is often times indicative of quality. Or so the US consumer often time perceives that to be the case. If Huawei had a reputation of quality then they could sell low cost devices and probably do very well and compete with Samsung and Apple, but they do not have that reputation of having good quality. You get what you pay for is how they are perceived. I think US consumers perceive Apple and Samsung a bit more premium brands, but as smartphones become more of a commodity I think that brand perception will diminish.
