I suppose you could say that they just created really buggy software and are struggling to fix it...but I think the more likely explanation is that they've changed their business model to provide smaller updates all year round, the way everyone else does, instead of gigantic updates once a year.
I find it hard to believe that someone with actual computer programming experience could possibly think that it is possible for anyone to 'find all the bugs' of a piece of software before it's released. A modern OS, even a mobile OS, has literally millions of lines of code. The number of bugs it is going to have is pretty close to infinite.
I've made computer programs with only 200 lines of code and spent weeks trying to fix the 'bugs' in it that my users found.....
If it is not possible to 'find all the bugs' in a program that is only 200 lines long, you certainly cannot do that with a program that is a billion or more lines of code.
