I'm not too up on this stuff, but maybe you guys can help me understand. Does this mean that a cell phone manufacturers eventually won't need to make both a GSM and CDMA variant of a phone? And they'll just be able to have one phone with all the radios (cdma and gsm) built into one chip?

Theoretically they could. Yes.
However, every band and mode still requires additional antenna engineering, testing, and certification. That adds not only expense, but time to market. Therefore, don't expect most phones to take advantage of this. It will usually be cheaper and faster to push out a phone with fewer modes/bands.
Some global flagship models (iPhone, Galaxy S, and HTC One, for example) may take advantage of this technology in the coming years. But don't expect it in many other phones any time soon.

How I read this: Qualcomm expects the RF360 to reach smartphones by the second half of this year.
Also known as, likely it won't be in the S4.
To me, there are two "coming soon" technologies that are worth waiting for, the Snapdragon 800 processor, perticularly because of the QuickCharge 2.0 tech, and this RF360, because of the improved battery usage.

Sounds like a big step in the right direction to me. Been hearing lots of good stuff from Qualcomm lately.
