No, the DCS 1800 MHz band that is being refarmed from GSM to LTE in Europe is not compatible with North American spectrum allocation. While the DCS 1800 MHz uplink coincides nicely with this spectrum in question, the DCS 1800 MHz downlink overlaps 30 MHz of our PCS 1900 MHz uplink. And the PCS 1900 MHz band is not going away for many, many years.
Instead, at least the lower 25 MHz of this spectrum will likely be paired with 2155-2180 MHz to form the AWS-3 band -- essentially, an extension of the existing AWS-1 band...
