Spectrum use requires equipment.
The assumption that freed up spectrum would allow everyone to have unlimited data access doesn't account for real life costs of running and maintaining a network.
The assertion that if Verizon, ATT or any other major/minor carrier released spectrum they aren't using would allow some other carrier to supply service in that area is based on an assumption that some company would be willing to invest in the infrastructure to utilize that spectrum.
