And yet...
HTC can't get their AT&T One X updated to Jelly Bean. How is it that Samsung can get these updates pushed through yet all of AT&T One X users are still waiting.

Well, this process would be based 100% purely on carrier testing. I wouldn't blame the Manufacturer, they can provide all the software they want to the carriers, but unless they approve and distribute it, you'd be left in the dark. Seeing as how actual people have to do this work (testing, preparing) I would say that At&t simply feels that the update to the One X is not important enough to put major resources towards.

But manufacturers can also side step the carrier like Samsung did AT&T with the S3 update were they made the update via their website.

I just don't get it.. why most phones get updates, but other phones rumored to have updates don't get them immediately.. just saying.. my galaxy note n7000, haven't heard new updates yet on when i can see the 4.1.2 os, but then again it could just be me who's not updated.. hahahah.. 🙂

Bottom line is that it costs money to upgrade the firmware of a phone, first the cost of creating the new firmware itself, then the cost of the testing, the cost of the modifications they have to make to the firnware to customize it and all the carrierware, the cost of training the Tech Support staff to learn the new firmware, then the cost of the roll out itself. It can costs the carrier several million dollars.
Carriers are only going to commit to an update if they think that they will see a return on their investment, if they are not convinced that they will, then they will not send it out....
For that reason, I think it would really be best if carriers just left the software in control of the OEM's and stuck with focusing on the ...
