Well, this process would be based 100% purely on carrier testing. I wouldn't blame the Manufacturer, they can provide all the software they want to the carriers, but unless they approve and distribute it, you'd be left in the dark. Seeing as how actual people have to do this work (testing, preparing) I would say that At&t simply feels that the update to the One X is not important enough to put major resources towards.
