More likely is the Hearing Aid Compatibility (HAC) requirement. The FCC requires that most phones offered by carriers meet certain HAC ratings. Some percentage has to meet a high rating like M4, while rest must at least be rated M3.
I've been told by phone engineers that part of making a phone meet HAC regulations is simply distancing the speaker from the speaker hole. There's no room to do that with an ultra-thin phone. There must be some tricks other companies use, but it's a challenge with really thin phones.
