You're right, Corning does not coat the glass with an oleophobic coating, and yeah, the maker of the device applies or does not apply the coating.
This is really something you want. On a device that has it, you can literally see it working if you push your finger into the screen and quickly let go, anybody with an iPhone knows.
As for the GS III - I have got zero complaints so far about a dirty screen. I HAVE gotten a complaint about the microphone port getting clogged up with dirt and fuzz, however.
