my iPhone 5 already came with this feature built in. It's called MAKING A PHONE CALL and LEAVING A VOICEMAIL if the person doesn't answer! 😁

This is currently only available to Canadians. With their prices, if you have a Canadian plan that has shared data, you're probably rich. In the past, Rogers offered an 8GB LTE data plan for $90.00. Not sure if they still offer it, but those are the prices you'd expect from a Canadian carrier.

Probably has more to do with accessing on more devices like tablets and ipods/pads not just phones and lets be honest the younger generation don't make phone calls lol
