CDMA in China and Israel??? Questions...
I guess I'm mostly suprised that all of these countries
Bermuda, Canada, China, Dominican Republic, Israel, Jamaica, Mexico, New Zealand, Puerto Rico, South Korea, Taiwan and Venezuela
have CDMA networks running. Is that indeed the case?
Additionally, the original article states that...
They will be assisted through the process which includes dialing *228 to update their Preferred Roaming List wirelessly. Once back in the United States, customers dial *228 and select option 2 to change back to the Preferred Roaming List
Why is this? Can't they just "keep" the International PRL as an "appendage" of their regular PRL?

Yes indeed. CDMA networks in China, Russia, India and most of South America. If things continue as they are, Asia could become a predominantly CDMA continent. South America is also building out CDMA in almost every country. The biggest surprises for me were India and Russia. There are plans right now to build out nationwide CDMA networks using the 450MHZ band.
There is an EVDO network in Moscow and in Beijing. CDMA is looking pretty healthy in the developing world outside of Africa. It is less expensive than UMTS and since it can use 450MHZ it means more performance from fewer towers A huge plus in developing nations.

PRL stands for Preferred Roaming List. When traveling to other parts of the world, VZW will load a PRL that will let your phone pick up any CDMA signals. Those CDMA signals in the US might not be part of the VZW roaming partners, so you might incur roaming charges in the US, because they offer No Roam America's Choice. When you request international roaming capabilities, VZW will usually load a PRL similar to the Single Rate PRL, which is Verizon's no roam anywhere in the US. Most of VZW customers are on the America's Choice, so they have to get the AC PRL when they come back to the States.
