It's really a numbers game. Right now, there aren't that many WP8 users out there, and, since developing apps takes time and resources, Google is saying that developing for that platform may not be worthwhile, given how many users there are right now.
This is a problem that WP8 is going to face from many developers, not just Google. Developers won't write apps if the users aren't there, and it's going to be hard to attract users without lots of apps.
