Actually no, You can walk into any corp AT&T and VZW store, buy the ;phone at full price and not have a contract (seeing you pass credit checks). I know Sprint won't allow it.
Don't get me wrong, I never minded paying for my phones, and would love it where you can do just that and play the carriers off each other. Good service and good customer service would solve most churn.
