That makes no sense whatsoever. If VZW has spectrum licenses in a certain area that they're willing to lease out then obviously they're licensed to operate in that area. Therefore, could put their own cell sites up in those areas, but they've apparently decided that it would be more cost effective to lease the spectrum out and let others build out the network in these rural areas.
