Leasing spectrum

to other companies where Verizon won't make any money building their own network on one hand while crying to the FCC that they need more spectrum on the other sounds a little fishy.

It isn't "fishy." Verizon is leasing out spectrum in areas where they don't have a license to operate which means they cant put their own towers there per government regulations.

That makes no sense whatsoever. If VZW has spectrum licenses in a certain area that they're willing to lease out then obviously they're licensed to operate in that area. Therefore, could put their own cell sites up in those areas, but they've apparently decided that it would be more cost effective to lease the spectrum out and let others build out the network in these rural areas.

Wouldn't it make a difference if they only own the LTE licenses in those areas? They still need other licenses for their voice network don't they?

They have spectrum that works in the area, but they don't have a license to broadcast in that area so VZW licenses their spectrum to a company that has a broadcast license in the area. Not that hard to understand.
