The only one-world government that had any chance of succeeding is an Islamist state, and there are way too many guns in North America for that to ever happen!
As for government taking over cell phone usage, if VZW and AT&T keep behaving the way they have for the past 3 years, I can see major intervention happening before the decade is over.
